I do not think anyone expects him to pay all of it.
The fact he has a court ordered obligation in that amount means, among other things, his credit score is ruined and he can’t receive any proceeds from a sale of his house or any other land he may own. That is a punishment he will suffer the rest of his life.

Yep, and if he breaks what meager payment plan I’m sure he is on, he can eventually be found in criminal contempt and jailed for short periods of time.
