The NCAA punts on the one-time transfer waiver rule, at least for now.

It may just be a matter of philosophy and logistics.
The Working Group has been pretty insistent on getting waiver change done first and then deal with resulting bylaw changes related to things like counters. Board indicating they want it all done together in January.

Or making it part of a more comprehensive decision may make it easier to kick the can farther down the road. Not that the NCAA would ever do something like that.
