NCAA announces a series of rules waivers due to pandemic:
–Minimum football attendance requirement for FBS members waived for two years.
–FBS schools will not be required to play 60% of their games against FBS members or play five home games against FBS opponents— Steve Berkowitz (@ByBerkowitz) May 20, 2020

They basically already “waive” the attendance requirement by letting institutions cheat their way to the number.
