Think of it this way: unless everyone has cover, nobody has cover. The networks have already figured that out, and they’ll now push the concept on schools so they enact uniform guidelines that are acceptable enough that the networks can’t get sued since the argument that they’re not the driving factor in playing games is a losing argument in front of a judge/jury.
Piecemeal guidelines that vary by conference and school open everyone but the least restrictive schools to liability (“you did X and the players got sick; Y restrictions enacted by some other conference would have prevented the players from getting sick… and you network who pushed this and benefitted from it are liable too”). Naturally, the networks have taken the reigns and first have bought everyone some time.
Mark my words, now they’ll look for “guidelines” loose enough to allow a profitable product to be aired, but just strong enough to shield schools/conferences/networks from suits as long as the guidelines are followed. And each school/conference, nationwide, will adopt them and play… or the show will go on without them. Mark my words, that is what is happening.

What will be more telling in my mind is how MLB approaches re-engaging its 2020 season. Since they are the first sport before the fall sports to try and figure this out. I fully expect a trial and error and follow the leader on the moves baseball and then the NFL make.
